【歐洲】COVID-19疫情中未能保障安全墮胎管道 女性健康面臨威脅

 

4月8日，100個非政府組織共同發表聲明，呼籲歐洲各國政府在新冠病毒（COVID-19）疫情中即刻行動，保障歐洲各地女性墮胎的相關權利，讓女性能享有安全並及時的墮胎管道及醫療照護。

 

對於歐洲許多未成年與成年女性來說，面臨疫情影響，目前要安全地獲得墮胎照護非常不易。嚴苛的墮胎法律和繁複的行政手續是兩大阻礙，使得女性獲得必要醫療照護極為困難。波蘭國會預計將針對一項新法進行辯論，而這項法律將可能成為歐洲最為嚴苛的墮胎法律，限制的程度將比以往更加嚴厲。面臨此舉，許多非政府組織站出來發聲。

 

生殖權利中心（Center for Reproductive Rights）歐洲區域秘書長Leah Hoctor表示：

政府應視人工流產為基本健康照護的一環，同時也應採取適當措施，確保未成年與成年女性皆能安全地得到墮胎照護。

 

歐洲許多政府目前仍未實施相關措施，未能保障女性在疫情中，得以安全與及時取得基本的性與生殖健康服務，也未能提供相關的照護補給品和資訊；即使是在家中服用藥物進行流產的女性，政府也有失完善保障。由於人力短缺、人力重新調配和其他因素等，導致許多醫院和診所將生殖健康照護服務降到最低，甚至有不少醫療機構已經關閉生殖健康照護服務。在許多地方，要得到正常的臨床服務，已經變得極度困難。

 

生殖健康服務的重重限制，對許多族群造成了不成比例的嚴重影響，包含貧窮女性、女性身心障礙者、羅姆（Roma）女性、無證女性移工、青少年、跨性別者、非二元性別者、高風險族群的女性，以及家暴和性暴力的倖存者。

 

歐洲仍有6國的墮胎為非法或有極為嚴格的限制，例如行政程序繁複，或醫師因個人信仰拒絕提供相關醫療照護。這些重重的阻礙，導致許多女性為了得到適當的墮胎服務，不得不前往其他國家，或是必須透過郵寄的方式才能得到人工流產藥物。這6國的種種現象都引起了憂慮。

 

現在的情況下，嚴苛的法條和阻礙帶來加倍嚴重的影響；女性現在要前往國外合法墮胎，或是透過郵寄得到國外的人工流產藥物，幾乎已是不可能的事。

 

國際計劃生育聯合會（International Planned Parenthood Federation, IPPF）歐洲區域秘書長 Caroline Hickson 表示：「現在疫情衝擊我們生活的各個層面，政府實在不該以此為藉口，剝奪女性為自身生殖權和健康權做自主決定的權利。」
