「網路權利聯盟」連同 132 個數位權利利害關係團體,共同簽署聲明譴責尚比亞政府片面中斷 RightsCon 之行徑
網路權利聯盟(Net Rights Coalition, NRC),一個由數位權利行動者組成的網絡,以及下方列名的所有連署團體,對尚比亞政府於 2026 年 4 月 29 日 片面宣布延期舉辦全球數位人權大會(RightsCon Digital Rights Conference ,RightsCon) 一事深表震驚。此舉導致這場擁有超過 5,000 名參與者的全球盛會被迫取消,而這原本會是該活動首次在撒哈拉以南非洲地區舉行。主辦單位 Access Now、合作夥伴及數千名利害關係人,在活動原定開始前 3 天被迫中止。尚比亞一直以「尚比亞走向世界」(Zambia KuChalo)為口號,自詡為觀光勝地,如今數千名訪客無法到訪,也將使該國遭受嚴重的經濟損失。這對原本受雇提供服務的尚比亞在地小型企業影響甚鉅,因為相關合約訂單現在都面臨取消。
在當前迫切需要建立國際共識的時刻,尚比亞政府卻錯失了一個重要集會,展現其在國內數位權利事務中致力於維護多方利害關係人模式(全球數位治理的核心)的堅定承諾。相反地,政府聲稱為了符合「國家價值、政策優先順序及更廣泛公共利益考量」,有必要進行全面性的資訊披露為由做出此決定,但卻未將相關內容公開說明,亦未讓外界理解為何採取如此激進的手段。
在此一立場前,尚比亞科技部曾於 2026 年 3 月 3 日 正式宣布,該部門會成為 RightsCon 2026 的主要政府合作夥伴。該活動原訂於 2026 年 5 月 5 日至 8 日 在尚比亞首都路沙卡(Lusaka)及線上同步舉行。當時的官方聲明向全球社群保證,活動將在主辦政府的適當支持下順利進行。然而,如今在最後關頭出爾反爾,不禁令人質疑尚比亞對公民社會參與及國際協議的信任與投入,而這些正是尚比亞過去曾展現高度承諾的事務。在行程已敲定、住宿已預訂、場地費用已支出的情況下採取此行動,對全球人權與數位權利進程構成重大挫折,也阻礙了公民社會、政府、投資者及私人部門等多元利害關係人參與對話。
遭到中止的會議議程,原本涵蓋多項關鍵數位經濟議題的討論,旨在推動數位權利,並落實 2024 年通過的《全球數位契約》(Global Digital Compact, GDC) 中所揭示多方利害關係人主義的核心精神。尚比亞不僅對該公約制訂有所貢獻,更於 2023 年 10 月 10 日 與瑞典一同獲聯合國大會主席任命為共同主席,領導全球數位契約的政府間談判進程。
若在路沙卡舉行,RightsCon 原本將是一個促進在地與全球交流、並開創數位時代人權實踐方案的絕佳機會。若政府能與活動主辦方建立一個清晰的協調管道,妥善解決任何尚存爭議,並保全多方利害關係人模式,才是更公平合理的做法,也更符合尚比亞身為締約國所承諾遵守的國際人權標準,例如《公民與政治權利國際公約》( International Covenant on Civil and Political Rights ,ICCPR)與《非洲人權及民族權憲章》( African Charter on Human and Peoples' Rights )。
我們嚴正譴責尚比亞政府導致 RightsCon 在尚比亞取消的相關作為。此舉引發外界對該國在 2026 年 8 月大選前,公民空間遭到限縮與助長自我審查文化的深切憂慮。這對尚比亞在區域及全球數位權利進程中的發展是一次重大挫敗,也顯示其正背離過去在領導全球事務中所取得的成果。
